Federal State Budgetary Institution "Federal Institute of Industrial Property" was established through the reorganization of the Federal State Institution and the Federal State Institution "Chamber of Patent Disputes of the Federal Service for Intellectual Property, Patents and Trademarks" by way of affiliation of the latter with the former in accordance with the Russian Federation Government Regulation No. 1791-r of
December 1, 2008.
The Institute is the legal successor of the Federal State Institution "Federal Institute of Industrial Property of the Federal Service for Intellectual Property, Patents and Trademarks", formerly named State Institution "Federal Institute of Industrial Property" (non-commercial organization), established by the Russian Federation Government Regulation № 1203 of September 19, 1997 on the basis of the All-Russian Research Institute of State Patent Examination, the Industrial Rights Administration.
FIPS activities
- reception and examination of applications for the items of patent rights, including international applications and international search of international applications, examination of documents for state registration of contracts on the disposal of exclusive rights and transactions providing for the use of a single technology outside the Russian Federation, issuing official bulletins on registered items of patent rights, applications filed and patents issued on them, and other publications;
- acceptance and examination of applications for state registration of means of individualization, performance of work on international trademark applications, review of applications for recognition of a trademark or designation as famous in the Russian Federation, review of documents for state registration of agreements on disposal of exclusive rights, means of individualization, issue of official bulletins on registered means of individualization and other publications stipulated by the Russian Federation legislation;
- acceptance and checkout of applications for state registration of programs for electronic computers, databases and topologies of integrated circuits, issue of official bulletins on registered means of individualization and other publications; review of the documents stipulated by the Russian Federation legislation, submitted for the state registration of contracts on disposal of exclusive rights and transactions involving use of a single technology outside the Russian Federation; preparation of draft decisions;
- library, bibliographic, reference and information, scientific-methodological service on the basis of the state patent fund and the unified system of automated data banks;
- conducting preparatory work for attestation and registration of patent attorneys of the Russian Federation.
